Flood status and jurisdiction deserve an early check

Palm Beach has its own municipal, flood, wind, and association considerations—and unlike Miami-Dade and Broward, it is outside the High-Velocity Hurricane Zone.

Aging-in-place is mainstream

With 26.1% of residents age 65 or older, planning for safer bathing, entry, circulation, and stairs is a substantial local housing need—not a niche exception.

Flood status can change the permit path

Florida’s limited 2026 exemption excludes property partly or wholly in a flood hazard area. Exterior work should also be checked against drainage, grade, easements, and setbacks.

County and city authority differ

Unincorporated Palm Beach County, West Palm Beach, Boca Raton, Delray Beach, and other municipalities should not be assumed to use one identical procedure.

Palm Beach is not in the HVHZ

Miami-Dade and Broward are the High-Velocity Hurricane Zone. Palm Beach still has applicable wind, debris, product-approval, and installation requirements for exterior work.

    West Palm Beach, for example, requires a written exemption application and City approval for qualifying work. Other jurisdictions may use a different process.

Condominiums, HOAs, and shared property

Accessibility requests can involve more than one approval track

Before design or ordering, identify unit, common-element, structural, exterior, and association boundaries. Government permits, association documents, and fair-housing rights can each matter without replacing one another.

  • Ask the condo or HOA for the current alteration or architectural-review package
  • Identify common elements, structural systems, exterior appearance, and maintenance responsibility
  • Confirm drawings, engineering, contractor insurance, work rules, and restoration

Florida law gives disability- or medical-necessity access ramps specific HOA treatment, including advance plan submission and design conditions. That does not eliminate permits, drainage, zoning, or all association review, and it is not a substitute for legal advice.

Program-specific approval required

Florida Home Care for the Elderly may support ramps or accessibility modifications for some participants; Medicaid Long-Term Care includes Home Accessibility Adaptation; and VA HISA or SAH/SHA may help qualifying Veterans. Original Medicare should not be assumed to pay for permanent remodeling.
